Promotion of family core values
Cherishing family is a core value of our society. The Government promotes through the Family Council (the Council) a culture of loving families to forge close and harmonious relationships among the family members. The Council identified three sets of family core values, i.e. “Love and Care”, “Respect and Responsibility” and “Communication and Harmony”, as the fundamental elements for healthy and happy family life.
The work of the Council mainly includes –
- to advocate cherishing the family and promoting family core values as a main driver for social harmony through organising various programmes and activities;
- to advise Government bureaux and departments on the application of family perspectives in the policy formulation process; and
- to conduct researches and surveys to foster a better understanding of the issues relating to the family.
Promoting Family Core Values and Advocating a Culture of Loving Families
The Council has been organising various publicity programmes and activities and setting different themes for the publicity campaign each year in order to carry out the promotional work in a more focused manner. Besides, the Council collaborates with various stakeholders such as providing funding support to youth uniformed groups for organising family-related programmes or activities through the “Happy Family Campaign” funding scheme.

The new five-year Funding Scheme on the Promotion of Family Education under the Home and Youth Affairs Bureau and the Council subsidise supports non-profit making community projects in promoting family education. With an annual funding of $8 million, the scope of funding of the Scheme covers various family-related topics, such as education for new parents, parent-child education, maintenance of family relationship and other marriage-related subjects to meet the needs of different families etc. The Scheme also strives to promote family virtues and focus on enhancement of family building, family education and family values, with a view to enhancing family well-being and social harmony.
